WATER SERVICE INSTALLATION

A new water service installation or upgrade refers to the process of installing, replacing, or improving the water supply connection between a public water main (or private water source) and a building or property.
This system provides potable (drinkable) water for domestic use, fire protection, irrigation, or other purposes.

In Illinois, this work must comply with the Illinois Plumbing Code (77 Ill. Adm. Code 890) and any applicable local municipal water department regulations.

-Water Service Line: The underground pipe that carries water from the municipal main (usually located in the street or right-of-way) to the building.

-Corporation Stop or Tap: The valve or fitting connecting the service line to the municipal main.

-Curb Stop and Box: The shutoff valve (typically near the property line) used by the utility or homeowner to control water flow.

-Meter and Meter Setting: The device measuring water usage, often installed inside the building or in an outdoor pit.

-Backflow Prevention Device: Protects the public water system from contamination.

  • New Installation: Establishes a new water connection for undeveloped property or a structure not previously served by municipal water.

  • Upgrade: Involves replacing or enlarging an existing water service line — often to:

    • Improve flow or pressure,

    • Replace lead or galvanized steel lines with copper or approved materials,

    • Comply with current plumbing or public health codes.

  • Provide a reliable, safe potable water supply.

  • Ensure adequate water pressure and flow for daily and emergency use.

  • Modernize old or undersized service lines (especially important under Illinois’ Lead Service Line Replacement and Notification Act, 415 ILCS 5/17.12).

  • Work must be performed by a licensed Illinois plumbing contractor.

  • A permit and inspection are required from the local building or water department.

  • In cities like Chicago, all new or upgraded water services must comply with the Department of Water Management specifications and Chicago Plumbing Code (Title 18).
