Flood Prevention

A flood control system for residential use in Illinois refers to a set of engineered measures, devices, or infrastructure installed in or around a home to prevent or reduce flooding caused by heavy rainfall, sewer backups, or rising groundwater. These systems are designed to protect basements, foundations, and property from water intrusion in compliance with Illinois local building codes and Metropolitan Water Reclamation District (MWRD) or municipal stormwater management regulations.

-Overhead Sewer Systems – Reroutes a home’s plumbing so that basement fixtures discharge above the main sewer line, preventing sewer backups.

-Backwater (Backflow) Valves – Automatically close during a sewer surcharge to block sewage from entering the home.

-Sump Pumps & Drain Tile Systems – Collect and pump out groundwater that seeps into the basement or foundation drain system.

-Exterior Grading & Drainage Improvements – Adjust soil slope and install swales or French drains to direct surface water away from the home.

-Rain Gardens & Permeable Pavement – Absorb stormwater runoff naturally and reduce strain on municipal sewers.

-Check Valves on Downspouts – Prevent backflow from municipal storm drains into the private system.

  • The Illinois Plumbing Code (77 Ill. Adm. Code 890) outlines requirements for backwater valves and sump systems.

  • Flood-prone communities often participate in FEMA’s National Flood Insurance Program (NFIP), which encourages compliant flood control and elevation practices.

  • Some municipalities and counties (e.g., Cook County, DuPage County) offer rebate programs for homeowners who install approved flood control systems.

The purpose of a flood mitigation/prevention system is to minimize property damage, health hazards, and insurance costs caused by flooding — especially in areas with aging combined sewer systems or high groundwater tables.
